at fault vehicle allegedly going slower than the vehicle it hits from behind at the moment of impact

This report can’t be right.  The at-fault vehicle was allegedly going 60 mph at the time of impact, while the vehicle it hit from behind was going 65 mph.  Whoops… it must be the other way around, right?
